ВИЗНАЧЕННЯ НЕРУХОМОСТІ: ТЕОРЕТИЧНІ АСПЕКТИ

Доведено, що сучасні надзвичайні умови потребують переосмислення підходів до використання нерухомості, як важливого чинника, що впливає на регіональний розвиток. Нажаль, поглиблюються проблемні питання пов’язані із соціально-економічними диспропорціями, зниженням ефективності земельних відносин, можливостями застосування сучасних інформаційних технологій. Крім того, необхідно враховувати сучасний європейський досвід земельного адміністрування та інформаційного забезпечення формування й використання нерухомості на основі застосування багатоцільового кадастру. Ігнорується питання визначення нерухомості як комплексного поняття, що враховує просторове, містобудівне, інвестиційне й екологічне забезпечення.
Метою дослідження є комплексне визначення нерухомості, враховуючи вплив просторових, містобудівних, інвестиційних, екологічних чинників на регіональному рівні. Для досягнення поставленої мети виконані наступні завдання:
- формування теоретичної бази щодо визначення нерухомості;
- характеристика нормативно-правового забезпечення щодо визначення нерухомості.
Для формування й впровадження багатоцільового кадастру нерухомість визначається як сукупність об’єктів нерухомого майна, земель, інших споруд, на які впливають різні ознаки та характеристики (просторові, містобудівні, інвестиційні, екологічні), використання якої створює умови й забезпечує територіальний розвиток регіонів.
Базуючись на запропонованому визначенні нерухомості, охарактеризовані науково обґрунтовані рекомендації розробки й впровадження багатоцільового кадастру на основі результатів оцінки їх рівня та моделювання, що дозволило виокремити напрями підвищення рівня інформаційного забезпечення й застосування багатоцільового кадастру для зростання ефективності використання нерухомості на регіональному рівні.
