Розглянуто передумови формування архітектурно-просторового середовища міста Чернівці які вплинули на містобудівний розвиток наприкінці 30-х років XХ – початку XXI століть. Описується забудова Чернівців на час входження до Української РСР. Розглядається формування архітектурно-просторового середовища на рівні планувальних, житлових районів, окремих кварталів, напрямки територіального розвитку кварталів, відповідно до генеральних планів міста розроблених в різні часові проміжки – радянською владою та часів незалежної України. Розглядаються правила забудови Радянського періоду та часів незалежності.
